NCC Compliance and Structural Standards
Balustrade compliance in Queensland is governed by the National Construction Code.
Supported by AS/NZS 1170.1 for structural loading and AS 1288:2021 for glass selection and installation, the key requirements are:
- Minimum height: 1000mm on balconies, decks and landings where the fall exceeds one metre; 865mm above stair nosings for replacement stair balustrades
- Openings: No opening in the balustrade can permit a 125mm sphere to pass through
- No climbable elements between 150mm and 760mm above floor level where the fall exceeds four metres
- Structural loading: Systems must be designed to resist the line and point loads set out in AS/NZS 1170.1
The NCC isn't generally retrospective, but any balustrade replacement or renovation work triggers compliance with the current code. For strata buildings where balustrades form part of common property, the owners corporation carries the compliance obligation.
Glass, Aluminium and Steel Options
The right material depends on the building type, exposure environment and aesthetic brief. Amalgamated specifies and installs three main systems:
Glass
Frameless, semi-frameless and framed glass balustrades. All glazing is specified to AS 1288:2021 – toughened for most applications, laminated where fall heights exceed five metres or where engineering requires it. Glass suits buildings where views and light matter, particularly apartments and resort-style residential complexes.
Aluminium
Lightweight, low-maintenance and naturally corrosion-resistant – a strong choice for Queensland's coastal environments. Powder-coated to any colour specification. Aluminium works well across strata balconies, commercial stairways and walkways.
Steel
Structural steel and stainless steel options for commercial and high-wear applications. Galvanised or powder-coated for salt-air exposure. Often used for replacement stair balustrades in commercial buildings, carparks and industrial facilities where durability is the primary requirement.
Apartment and Strata Balustrade Replacement
Strata committees managing older Queensland buildings are finding balustrade replacement can't be deferred.
Corrosion, concrete spalling at the base, failing fixings, non-compliant glass – these aren't cosmetic issues, and the compliance liability sits with the committee.
We work directly with strata committees, body corporate managers and building managers to scope, quote and stage balustrade replacement across apartment complexes and retirement villages.

Stair Balustrades Replacement
Stairways have their own set of NCC requirements – 865mm handrail height above the nosing line, continuous rails with no obstructions to a handhold, and openings that meet the 125mm sphere rule.
Stair balustrade replacement in older commercial buildings often fail on one or more of these points, particularly where original steel has corroded or handrail heights were built to an earlier standard.
We supply and install replacement stair balustrades in aluminium, steel and glass to suit the building type and use. For multi-storey buildings where access is an issue, our rope access team can assess and install at height without scaffolding.
